Crossroads: The Corps of Engineers and America's Water Resources


The link below will download a report from the Corps Reform network, outlining how the Corps of Engineers is evolving, or failing to evovle, with regard to its role as the primary caretaker of the nation's rivers and water resources. Two years of exhaustive research went into creating the report. The Lock Replacement Project is one of the wasteful programs that are profiled in the report (page 56).
